Fresh-checkout CI preparation

Enclosing Jujutsu change: nyntuyoo. Requirements: LTERM-RELEASE-002, LTERM-GOV-100 and LTERM-GOV-103. M5 remains in progress; M0–M4 are unchanged.

Main CI run 38905180260 reached Clippy but failed because the demo’s frontendDist did not exist. Local checks had passed with an existing demo build. Both version PR CI runs also failed at this fresh-checkout prerequisite. CI now builds the demo before Rust checks, and the README documents the same preparation. No gate is removed and runtime contracts are unchanged.

Changesets run 38905180357 opened the signed 0.1.1 version PR #1. It remains open with auto-merge disabled. Pages run 38905180252 deployed the specification; both version PR specification builds passed. No registry packages or tags were published.

pnpm demo:build and the pinned actionlint 1.7.12 binary passed. The initial pnpm spec:check passed seven lanes, then correctly rejected the missing mapped governance update. Added that unchanged-contract confirmation. The repeated spec check passed all eight lanes. Hosted full-suite qualification remains pending the corrected push; no product code changed in this slice.
